A network contract is required to use gas. You must conclude a network contract with the distribution system operator in your area. AS Gaasivõrk is the largest gas distribution network operator in the Republic of Estonia.
The distribution system operator provides a network service, which for the customer means the availability of gas supply.
The price of the network service of AS Gaasivõrk is 12.139 €/MWh (0.012139 €/kWh). VAT is added to the price of the network service. The price of the network service including VAT is 0.015052 €/kWh.
The network service prices and pricing model of AS Gaasivõrk will change as of 1 August 2026.
The purpose of the change is to ensure the reliability and sustainability of the gas distribution network and the fair and transparent allocation of network service costs among gas consumers. The procedure for changing the pricing model was carried out in cooperation with the Competition Authority.
The new pricing model includes a fixed fee component and a capacity-based fee component. In the pricing of infrastructure-based services, a fixed fee or monthly fee is a common solution that helps cover the fixed costs related to infrastructure management.
Under the new pricing model, network service prices will apply according to the price group. The price group is determined separately for each metering point. If a customer has several metering points, a different price group may apply to each metering point depending on the use, consumption profile, and calculated capacity of the metering point.
New price groups and network service prices as of 1 August 2026

All residential customers are included in the KODU price group, to which a fixed monthly fee per metering point of 7.32 euros including VAT applies (5.90 euros excluding VAT), together with a fee based on the quantity of gas consumed, with a unit price of 0.008955 euros/kWh including VAT (0.007222 euros/kWh excluding VAT). No capacity-based fee applies to the KODU price group. A residential customer is a household customer within the meaning of clause 1 of subsection 6¹ (1) of the Natural Gas Act and subsection 22¹ (1) of the Network Code on the Functioning of the Gas Market, i.e. a natural person, apartment association, or gardening association.
The business customer price groups ÄRI L, ÄRI M, and ÄRI S depend on the calculated capacity of the metering point. As a rule, the calculated capacity and price group of a metering point are determined at the beginning of the calendar year on the basis of the hourly measurement data from the three calendar years preceding the determination of the metering point’s price group. The calculated capacity is the largest quantity of gas measured in one hour during the three calendar years preceding the determination of the price group, expressed in m³/h. If sufficient measurement data are not available or do not reflect the usual use of the metering point, the agreed consumption regime of the metering point will be used as the basis.
The monthly capacity fee for a metering point is calculated by multiplying the calculated capacity by the capacity-based price applicable to the metering point’s price group.
The SUVI price group may be applied to a metering point whose consumption is clearly seasonal and where at least 80% of consumption takes place during the period from 1 May to 31 October. The SUVI price group is determined on the basis of the customer’s application and an analysis of consumption data.
The customer is informed of the determined price group and calculated capacity at the beginning of the calendar year. In justified cases, the customer may request a review of the price group or calculated capacity.
The fixed fee per metering point for residential customers and the capacity-based fee for business customers apply to all metering points with a valid network contract, even if no gas is consumed or the gas supply has been temporarily interrupted.
The price group assigned to the metering point and the data on which it is based are indicated on the invoice submitted to the customer.
You must conclude a network contract before you start consuming gas after the installation of a new connection point and, in the case of an existing connection, also when buying a home (e.g. an apartment) or business premises. Do it as soon as possible. There is no charge for the conclusion of a network contract.
The quickest and most convenient way to sign a network contract is to submit a joint declaration of change of ownership. If this is not possible, fill in the application for conclusion of network contract.

A representative of AS Gaasivõrk prepares a draft network contract and sends it to the new owner for signing in a suitable manner (either digitally or on paper, if necessary). After the contract has been signed by both parties, the network operator will inform them that the contract has entered into force.
You can then sign a contract to buy gas from the gas supplier of your choice. If the customer does not enter into a contract for the purchase of gas themselves, the gas seller nominated by AS Gaasivõrk, which is Elenger Grupp AS, is deemed to be the customer’s gas seller.
The customer can terminate the network contract at any time by informing AS Gaasivõrk about this at least one month in advance.
The network contract must definitely be terminated in the event of a change of ownership, for example, if you sell your home or business premises or if you stop using gas there. Please keep in mind that you are responsible for the performance of the network contract, including payment for the gas and network services consumed, until the network contract expires.
There is no charge for the termination of a network contract.
In order to terminate the contract in the case of change of ownership, please submit a joint declaration of change of ownership. The obligation to give notice one month in advance is not applied to termination by joint declaration.
In order to terminate the contract without a joint declaration, please fill in the application for termination of the network contract.
Shutting off gas supply on the basis of customer’s application
Please submit an application for shutting off gas supply in order to shut off the gas supply temporarily or permanently.
Upon receipt of the application, the network operator will verify that the person who made the application has the right to decide on gas supply shut-off at the site and will agree with the customer on a time for gas supply shut-off within the following 10 days.
If you will not use gas for an extended period of time or if you have decided not to use gas anymore, it is important to shut off the gas supply to ensure safety.
There is no charge for shutting off the gas supply (except for welding or excavation work).
Shut-off in cases provided for by law

When interrupting the gas supply, the network operator complies with the requirements for shutting off gas set out in the Natural Gas Act.
Shut-off of gas supply in case of breach of network contract
AS Gaasivõrk will only shut off the gas supply to the consumer if the consumer breaches the obligations arising from the concluded network contract, which are specified in the standard terms and conditions of the network contract of AS Gaasivõrk.
Shutting off gas supply on the basis of gas seller’s application
AS Gaasivõrk will only shut off the gas supply to the consumer in the case specified in the standard terms and conditions of the network contract of AS Gaasivõrk if the consumer breaches their obligations arising from the concluded network contract.
Shut-off of gas supply in case of illegal use
According to the Natural Gas Act, the network operator has the right to interrupt the network connection without delay from the moment that the illegal use of gas has been established.
Resumption
Please submit an application for resumption of gas supply in order to receive gas again.
After receiving the request, the network operator will issue the customer with a service charge invoice for the resumption, which is based on the service price list of AS Gaasivõrk.
The prerequisites for resumption of gas supply are:
The gas supply will be resumed and, if necessary, a gas meter will be installed by the network operator within five working days of receipt of the service charge.
