ContinueThe establishment of a gas connection to the distribution network for which a connection contract is concluded is regarded as connection to the gas network. The connection point to the distribution network where the biomethane will be injected into the distribution network will be agreed in the connection contract. As a rule, AS Gaasivõrk considers the owner of the biomethane production unit or their authorised representative as the person who wants to be connected and who enters into the connection contract.
In order to find out whether connection to the gas network is possible and its estimated cost, the connectee needs to provide basic information on the point of production. On the basis of the data, the network operator will make an initial connection quote, allowing the connectee to decide whether or not to proceed with the process. If the connection quote is suitable, a connection contract will be concluded and payment terms will be agreed.
The network operator will carry out a procurement for the design and construction of the gas pipeline to the connection point, where biomethane is injected into the distribution network. The task of the connectee is to organise the design and construction of the gas pipeline from the connection point to the producer installation. The technical conditions necessary for the design of the producer installation are issued by the network operator, including the requirements for ensuring the compliance of the gas injected into the network with the requirements for natural gas. The metering equipment will be installed by the network operator in accordance with the appropriate metering system part of the working design of the gas installation.
After the construction works, if the as-built documentation meets the requirements, a network contract will be concluded between the connectee and AS Gaasivõrk. The connectee submits the report of the audit carried out before the gas installation is taken in use, which must be issued by a pre-accredited inspection body, such as Inspecta Estonia OÜ or Tehnoaudit OÜ.
The network contract sets out the terms and conditions for the supply of gas, the metering procedure and is the basis for the commencement of gas supply into the distribution network.
The commencement of the gas supply is agreed, the network operator installs a gas meter at the connectee’s metering point and opens the gas flow after the preceding stages have been completed.
